What is the scope of the Pegasus Legal Register?
The service covers various legislative areas that are of relevance to companies in modern business environment. Is the Pegasus Legal Register service certified?
Yes, the National Standards Authority of Ireland certifies Antaris Consulting to ISO 9001, ISO 14001 and OHSAS 18001. The scope of the certification includes “the provision of consultancy, monitoring and certified training services in the areas of quality, health & safety, accessibility, environmental, energy, corporate social responsibility, information security and food safety as well as related software products and online services, including web-based registers of legislation”. In addition both SGS and the NSAI avail of the services of the Pegasus Legal Register for the use of its certification auditors. The Environmental Protection Agency also uses the service.
How frequently is the Pegasus Legal Register updated?
The Pegasus Legal Register is updated on a continuous basis. Its registered users receive an email update whenever a new piece of legislation is published or an existing piece of legislation is amended. Implications based on the original corporate profile are updated or generated with each change.
How is the Pegasus Legal Register customised for each
client and how are the legal implications of the company
kept up-to-date?
When a register of legislation is initially set up, a scoping exercise of the company’s activities, processes and facilities is carried out. This is the process of gathering site-specific requirements in relation to applicable EH&S regulations and legislation.
It starts with a detailed checklist of required documentation that is submitted to the client in advance of the preparation of the register. The implications are then identified through: - review of the company’s management system documentation and regulatory requirements (such as environmental permits, effluent discharge licences, consents and planning permissions); - consultation with site personnel, and - understanding of the issues applicable to the client based on the nature of the company, its profile and the profile of organisations in similar industries and sectors, built through previous experience.
Once the draft register of legislation is prepared, it is submitted to the company for review. It is followed by a site visit to confirm that the implications are accurately identified and to clarify any issues and discuss any changes to the implications, where appropriate. All relevant corporate regulatory documents are attached to the applicable pieces of legislation. Each year, the Pegasus Legal Register clients are sent a detailed questionnaire, which allows for the update of their EH&S profile and ensures that their register is kept up-to-date, as appropriate.
Can company-specific documents be uploaded to
the Pegasus Legal Register?
Yes, all corporate regulatory documents, such as environmental permits, radiation licences, consents to discharge trade effluent, waste permits and licences and planning permissions, are attached to the applicable pieces of legislation, if provided by the client. Company-specific procedures, method statements, manuals and risk assessments can also be attached.
Does completing the compliance questionnaires satisfy
clause 4.5.2: Evaluation of compliance of ISO 14001
and OHSAS 18001?
Yes, completion of the compliance questionnaires exceeds the requirements of clause 4.5.2 of both the environmental and health and safety management system and allows the company to demonstrate that it has evaluated its compliance with applicable EH&S legislation. In accordance with the standards requirements, compliance should be reviewed on regular basis, at least once a year. The questionnaires record the on-going performance of the company and can be used for regular updates on a long-term basis.
Can Antaris conduct legislative compliance assessments
on behalf of the company?
Yes, Antaris experts can come on-site and using the compliance assessment part of the Pegasus Legal Register conduct an EH&S legislative compliance assessment on behalf of the client. This assessment can be also carried out as a stand-alone activity, with a detailed legislative compliance assessment report containing specific recommendations as an output.
